Contamination and Dereliction Remediation Costs (Best Practice Note 27)

This Best Practice Note (BPN) sets out guidance on assessing the costs of preparing, for redevelopment, previously developed land (PDL) or ‘brownfield’ sites affected by contamination or dereliction.  It also provides guidance on preacquisition site investigations, as part of ‘due diligence’, and expands the remediation costs to include the problems associated with dereliction. Published February 2008

National Brownfield Strategy Recommendations to Government

This document outlines policy recommendations designed to bring thousands of hectares of blighted land back into beneficial use on behalf of communities. The recommendations were submitted to Government in May 2007 and a decision regarding their adoption as formal policy is expected in Autumn 2007.

This report compares the proposed use of previously developed land and buildings by region. It highlights the amount of land earmarked for housing and mixed-use schemes with housing. Published July 2007.

Distribution of Previously Developed Land

This report compares the relative distribution of previously developed land and buildings in the urban areas. It highlights the areas with higher than average concentrations of previously developed land. Published July 2007.

Time on Database

This report highlights the length of time land and buildings have been designated as previously developed. It indicates when sites, currently recorded on the database, were first registered as previously developed, including sites recorded on the Derelict Land Survey of 1993. Published July 2007.

Hospital Sites Programme

April 2005, a portfolio of 96 sites no longer required by the Department of Health was transferred to English Partnerships. The portfolio, totalling 1,600 ha of land, offers a mixture of development opportunities across England.

Brownfield Research Summary: One Permit or Two?

CMK Development Framework

The 1970 Plan for Milton Keynes identified Central Milton Keynes (CMK) as a special place - a city centre to be built from scratch. Today those ideas are largely realised and a new plan is required to take the city centre towards the middle of this new century. This Development Framework for Central Milton Keynes was commissioned by English Partnerships supported by Milton Keynes Council and the CMK Partnership. Milton Keynes Planning Manual (1992)

Milton Keynes is the largest urban development project ever undertaken in the UK: a city with an ultimate population of more than 200,000 people. The original Master Plan broke new ground in establishing a flexible framework for development rather than a predetermined set of proposals. In implementing this flexible plan, Milton Keynes Development Corporation refined its planning policies over 25 years. These policies, described in the Planning Manual, make up "best planning practice" for Milton Keynes as it had evolved by the early 1990s. Published by the Development Corporation in 1992, this publication is a useful source of information for urban planners and students in both the UK and abroad.

A Growing Partnership

Sustainable Urban Extensions: Planned through Design

Sustainable Urban Extensions describes the work undertaken by English Partnerships, supported by The Prince´s Foundation, to radically improve the social, economic and environmental sustainability of new housing development on greenfield land. Published in partnership with The Housing Corporation, the Urban Design Compendium 2: Delivering Quality Places provides guidance on the processes which support delivery of successful, sustainable development.  The UDC2 contains a range of case studies which provide examples of how specific barriers have been overcome in delivering good urban design. Together with the guidance text these should promote and understanding of how the best projects deliver quality. Published September 2007.

This handbook gives clear, practical advice on how to facilitate environmental quality. It demonstrates, by example, that high quality, sustainable development is achievable. It shows how environmental issues apply at all stages of regeneration, from early collaboration with interested parties, through planning and design to construction and energy management. It shows how care over environmental impact can produce an area which offers a higher quality of life, attracts lasting investment, protects nature - and makes good business sense. S106 Cascades report

The report intends to recommend a collaborative approach to affordable housing negotiations and introduces a framework to guide key partners through this part of the planning process including making the decision whether to use a cascade and, if it is deemed appropriate in the particular circumstances, how it can then be developed and drafted. Stakeholder Survey 2006

In September 2005 BMG Research was commissioned by English Partnerships to undertake consultation amongst its stakeholders. The consultation exercise took place between January and March 2006, and comprised two elements, a quantitative telephone survey of 415 interviews and 18 in-depth qualitative interviews.

The survey had three objectives: to test stakeholders’ knowledge of our core business activities; how well we are performing against our business objectives; and how well we are communicating and sharing information with them. Published April 2006.

Urban Regeneration Index 2007

This edition of the IPD Regeneration Index is an update on previous research for English Partnerships and Morley Fund Management by IPD which was first commissioned on an annual basis five years ago. Based on the analysis of 21 regeneration areas across the country, the research shows an overall greater return on investments in regeneration areas than investment in all other UK Property areas over the past five years. This edition of the Urban Regeneration Index is an update on previous research for English Partnerships and Morley Fund Management by IPD issued in 2005 (see below). The analysis is based upon a sample of 750 properties in regeneration areas, with a total value of £4.4 bn at the end of 2004. The research shows that Urban regeneration areas have tended to out-perform adjacent areas in the office and industrial sectors. Published January 2006.

Urban Regeneration Pilot Index

This pilot Urban Regeneration Index by IPD (Investment Property Databank) shows that long term returns from commercial properties in urban regeneration areas have performed broadly in line with the wider UK market since 1995 and, over the short term, most property types in these areas have out-performed UK property. The new annual index, commissioned by English Partnerships and Morley Fund Management, was produced with the advice of senior advisors in the investment and property sectors. Published March 2005.

Skills in Regeneration Research Study - Summary

English Partnerships commissioned KPMG/Urban Catalyst to undertake a review of the core skills required to promote and manage successful urban regeneration and development. This work aimed to gain a view as to the desirable skill set, a real or perceived skills “gap”, the capacity within the market to deliver such skills and potential responses from English Partnerships to address this.

This work was commissioned in advance of the Egan Review of Skills and the English Partnerships/KPMG/Urban Catalyst team worked closely with the Egan Task Group and the Egan Secretariat at ODPM to ensure that the two pieces of work informed and complemented each other.

The published summary focuses on the key findings of the study but does not include the specific recommendations for action for English Partnerships as these are primarily a matter for English Partnerships to consider. The recommendations are being considered internally as a first stage and will be publicised externally once they have been agreed for implementation.

Investing in Urban Regeneration – Dispelling the Myths

Two research studies have concluded that investing in disadvantaged areas makes good business sense. The first research project, "Commercial Property Returns in Deprived Areas", was commissioned by English Partnerships and Morley Fund Management and carried out by Investment Property Databank, which is based on the 20% most deprived wards defined by the Indices of Deprivation 2000. The second research project, "Benchmarking Urban Regeneration", was funded by the Economic and Social Research Council, the Office of the Deputy Prime Minister and the RICS Foundation. It was carried out by a team from the Universities of Ulster, Aberdeen and Glasgow as part of the property Economics and Finance Research Network, which focuses on key regeneration areas and analyses returns over both long-term and short-term time scales on urban regeneration properties.
