An Action Plan for the delivery of the Millbay Area Regeneration Strategy was commissioned and provides for the redevelopment of derelict land and buildings. It includes proposals for:
An ongoing programme of community consultation and engagement has helped ensure the needs and aspirations of local people will shape future plans for Millbay. The Millbay Advisory Forum assists this process. It is a forum of community groups with an interest in Millbay and meets on a regular basis. The meetings are held in public and anyone can attend to observe the meetings.

Plymouth City Council has given approval for the transformation of Millbay in what is set to be one of the biggest regeneration projects in the South of Engliand.
Plymouth City Councillors unanimously approved outline plans, by English Partnerships and English Cities Fund (ECf) for the £350m scheme to create a new dynamic waterfront for Plymouth.

English Partnerships and ECf appointed Midas Homes as their development partner to deliver the regeneration of the second Millbay Road site in March 2007. Work has commenced on this site and townhouses and flats, along with underground carparks are well under construction.
The next phase will see English Partnerships and ECf submitting plans for Clyde Quay which will be the heart of Millbay and will provide for a hotel, waterfront bars, restaurant and leisure facilities in a bustling vibrant atmosphere Local businesses will be encouraged to take up retail and leisure space in these developments which will be coming on stream over the next few years.
The Millbay Estate Management Company, (EMC) has been formed for the future maintenance, cleaning and security of the Millbay Estate. This company will also own the overall head lease of the estate and be responsible for ensuring that the estate covenants are complied with.
