Background

Lightmoor Village will be a mixed-use sustainable community in south-west Telford, being delivered by joint venture partners, English Partnerships and Bournville Village Trust.

The 72 ha (178 acre) site, owned by English Partnerships, will be developed in the spirit of Birmingham’s Bournville Village, a world-famous example of an urban community created by George Cadbury, founder of Bournville Village Trust.

The development proposals include up to 800 homes of different types and tenures, of which at least 25 per cent will be affordable housing. These affordable homes will be owned by the Trust and be spread across a range of tenures.

The development will be built around a green and will include a range of facilities as below :

  • shops
  • a family pub/restaurant
  • a primary school
  • a lifelong learning centre.

A community centre will provide indoor recreation facilities, healthcare, multi-faith worship, indoor sports and community management offices. As at Bournville in Birmingham, long-term stewardship of the development will be secured by the Bournville Village Trust.

Lightmoor Village will be developed in a sensitive manner, which respects the existing landscape and provides open space for public recreation and leisure. At least 22ha (54 acres) will be open space and landscaped areas for sports and leisure. It will promote high-quality urban design and construction methods, together with the highest ecological and environmental standards.

Current status

Outline planning permission was granted in September 2003 and infrastructure work began in November that year and continues to be undertaken as the development grows.
 
The development is being released to the market in parcels.  The first stage of 40 homes was developed by Persimmon Homes; called Round House Park, it is now fully occupied, with 10 homes retained and managed by the Trust for rent.
 
Phase two, Oakham Manor is under construction by developer George Wimpey, where 108 homes will be built, over 30 of these homes have now been completed and sold. Work has also started on Crest Nicholson’s village centre which will include 224 homes, alongside a village square, three shops and a family pub and restaurant.
 
The fourth parcel of land, The Croppings, will bring 200 homes to Lightmoor.  This was put to the market in the Autumn, with the announcement of a development partner expected in the late Spring early Summer 2008.
 
In addition planning permission has now been granted for the primary school, construction of which is forecast to begin during 2008.
 
It is anticipated that the whole development will be completed in 2012.
