Hospital Sites Programme
The Hospital Sites Programme began in April 2005 as a £320m landmark deal between the Department of Health, the Office of the Deputy Prime Minister (now the Department for Communities and Local Government) and English Partnerships, and saw the transfer of a significant portfolio of former NHS hospital sites comprising in excess of 1,700ha across 96 sites. The Programme now forms an integral part of English Partnerships Surplus Public Sector Land Programme to deliver more housing to meet Government targets as outlined in the Housing Green Paper published in July 2007.
The portfolio has the potential to deliver up to 14,000 new homes across England, attracting more than £1.9m of private sector investment, 112,000 sq m of employment floorspace and reclaim over 320 hectares of brownfield land.
The Hospital Sites Programme relies on partnership-working across Government departments as well as other organisations including; local authorities, Regional Development Agencies, English Heritage and the Housing Corporation. Through a co-ordinated approach each site has been assessed for its development potential and how it can address local housing needs.
Community engagement has also played a key role in the success of the Hospital Sites Programme. On each site local communities are being consulted at the earliest possible stage to ensure proposed developed plans meet local aspirations.
Site details
Of the 96 sites, 42 are in London and the wider South; 27 are in the North East, Yorkshire and East Midlands; 15 are in the North West and West Midlands and 12 are in the East of England and Milton Keynes area. Housing development has started on the following:

- St Francis Hospital, Haywards Heath
- Southlands Hospital, Shoreham
- Land at St Marys Axminster
