E-commerce Regulations
The Electronic Commerce (EC Directive) Regulations 2002 (the Regulations), implement the EU's E-commerce Directive into UK law.
The Regulations harmonise an "information society service" throughout Europe, which is "any service normally provided for remuneration at a distance, by means of electronic equipment for the processing (including digital compression) and storage of data, at the individual request of a recipient of the service."
Guidance from the UK's Department of Trade and Industry (DTI) explains that the Regulations are subject to a wider interpretation than merely on-line commercial transactions. The Regulations also apply to organisations providing online information.

Statutory background
English Partnerships was created in May 1999 with the merger of the Commission for the New Towns and the Urban Regeneration Agency. The two organisations carry out their activities under the name English Partnerships.
