Construction, Design and Management policy statement

English Partnerships is committed to ensuring that any construction work carried out on its behalf is done so without risks, so far as is reasonably practicable, to the health and safety of its employees and others.

To this end, English Partnerships will ensure that those appointed to work on English Partnerships projects are competent and have the necessary resources available to them in order to discharge their duties and responsibilities under the Construction (Design and Management) Regulations 2007.

English Partnerships will ensure that, for notifiable projects, a Construction, Design and Management (CDM) co-ordinator is appointed as soon as is reasonably practicable at the start of a project, but in any case before the commencement of design work, (including masterplanning and the preparation of development briefs).

English Partnerships will ensure that such work is planned in accordance with relevant standards and statutory provisions, and that all persons involved in or affected by the project are provided with the necessary information relating to any risks arising out of the work, the preventive or protective measures to be taken, and the procedures required in the event of serious or imminent danger.

English Partnerships will ensure that all pre-construction information is provided promptly to designers and contractors, and CDM co-ordinators where appropriate, including client constraints or requirements, environmental restrictions, existing on-site risks, significant design and construction hazards, information about the proposed use of the project as a workplace, minimum mobilisation time, and any information contained within an existing health and safety file.

English Partnerships as Client, will ensure that no construction or project related site work commences until an adequate health and safety plan covering the work has been prepared, detailing how project hazards are to be managed effectively, and that adequate welfare is in place.

English Partnerships will ensure that any health and safety file, prepared in relation to any project, is kept readily available for inspection and, when any such file is handed over to a third party, the necessary steps are taken to ensure that the party understands the purpose and nature of the file, and their obligations towards the document.

Finally, English Partnerships will provide the necessary information, instruction and training for all its employees involved in the planning or preparation of construction projects.
