Bedford lies within the Milton Keynes South Midlands (MKSM) Growth Area. The MKSM Sub-Regional Strategy sets out a policy for 19,500 new homes in Bedford in the period to 2021, based on trend growth. The delivery of transport infrastructure and improved economic performance were recognised to be the key determining factors regarding the pace at which the area can expand.
There are two major development areas to the south west of Bedford known as Biddenham Loop and Land West of Kempston, with a combined area of c. 62 ha. Although allocated for 2,250 dwellings in the local plan, significant road infrastructure is needed to open up these sites for housing development.
The southern section of the proposed Western Bedford bypass linking the A421 with the A428 therefore serves two purposes, enhancing the towns infrastructure and opening up the development sites.
